Date: 23/July/2022 )I am saddened to hear the tragic killing of Hon. James Chuol Gatluak Manime, the Mayom County Commisioner and his close bodyguards in an attack coordinated by the South Sudan People’s Movement /Army (SSP/A) forces loyal to Gen Stephen Buay Rolynyang in Mayom Town at exactly 3:05 AM.
On behalf of members of Bentiu National Legislature, I strongly condemn this inhuman act of setting on fire the commissioner and his close bodyguards by rebels who are also sons and daughters of the same constituency. The personal grievances we have as sons and daughters of Mayom should not reach to the extent of targeting innocent people like Hon. Commissioner whose mandate is to deliver services to the civilians. This act tantamount to violation of International Human Right Laws (IHRL) and Law of Armed Conflict (LOAC). The nature of this attack is not enshrined in our cultural values, norms and traditions. Therefore, i would like to urge the Bentiu Community and Mayom in particular to desist from this new practice of targeted killings of Public figures and elders at the same time.
Hon. James Chuol Gatluak was a patriotic and strong leader who believe in the principle of equality in term of service delivery and prioritization of protection of civilians and hence he has given his life for the safety of his people from the hands of rebels.
Finally, I would like to call the RTGONU to display poitical will to expedite the implementation of Transitional Security Arrangements (TSAs), most partcularly the graduation of Necessary Unified Forces (NUF) in the 18 unified Training Centres to protect our territorial integrity from the internal and external threats.
As we mourn, I would like to call upon the members of Bentiu National Legislature to stand in solidarity with the family of Hon. James Chuol Gatluak and pray for Almighty God together to give them the inner strength to cope with this tragic situation.
My deepest sympathies.
Hon. Lt. Gen. Bapiny Manytuil Wejang
Deputy Speaker for Parliamentary Affairs
