JUBA, South Sudan — A leaked government document seen by The Juba Mirror reveals that Vice President for Economic Cluster Dr. Bol Mel requested an advance payment of $1.5 billion against South Sudan’s crude oil entitlements from China National Petroleum Corp. (CNPC) in Juba, Nov. 12, 2025.

 

According to the letter addressed to CNPC Country Manager Dr. Wang Guolin, the Ministry of Petroleum sought the funds as a loan to be repaid over 54 months through future oil shipments under the Nile Petroleum Corp., with repayment either in cash transfers or crude liftings as agreed by the lender.
