On November 5, 2025, Maj. Gen. Victor Deng Akeen traveled to Nairobi to facilitate a money transfer of $5 million. He subsequently received a phone call from Benjamin Bol Mel, who instructed him to travel to Uganda to meet Gen. Muhoozi Kainerugaba.
On November 6, 2025, Gen. Deng Akeen traveled to Uganda, where Gen. Muhoozi Kainerugaba sent an officer to receive him. The officer escorted him to meet President Museveni.
As a result their conversation, President Museveni wrote a letter to President Salva Kiir Mayardit, expressing that the recent changes made in the government of South Sudan were detrimental to both the country and the president himself. That they did serve the national interest.
President Museveni instructed President Salva Kiir Mayardit to reverse the decrees, particularly the one concerning Rita Kiden Lotua. He described Rita as a long-term aide to the president, and transferring her to Rwanda would be detrimental to the country, as she could potentially leak state secrets. He also directed the president to retain Benjamin Bol Mel as vice president. Should the president fail to keep Benjamin Bol Mel in that position, Uganda may have to consider countermeasures.
The letter was delivered to the president of South Sudan on November 7, 2025, after Gen. Deng Akeen traveled to Juba from Kampala. While the South Sudanese maintain a calm demeanor, their country has effectively been sold out by Benjamin Bol Mel, who procures the influence of foreign leaders to intimidate the president.
He has transformed a serving general, who commands the National Security Operations, into his messenger or special envoy, responsible for delivering funds and conspiratorial messages aimed at undermining the head of state and government.
