To: H.E. Gen. Salva Kiir Mayardit,
President of the Republic of South Sudan
Your Excellency,
We, the citizens of Western Bahr El Ghazal State, respectfully appeal to Your Excellency to consider the immediate dismissal of our Governor, Sarah Cleto Rial. Despite our high hopes upon her appointment, her four-year tenure has brought neither development nor essential services, leaving the state stagnant and our people in worsening conditions.
Our initial optimism was grounded in the expectation of positive change, a promise unfulfilled. The provision of basic services remains inadequate, living conditions continue to deteriorate, and infrastructure has declined. Beyond this, there has been an unprecedented rise in tribal conflicts, eroding the social ties within Western Bahr El Ghazal and with our neighboring states. The city of Wau’s vital internal roads project, intended to bolster connectivity and benefit the people of our state, was obstructed, and funds intended for this project were reportedly diverted abroad under her administration.
Your Excellency, we are experiencing a severe decline in our economic and humanitarian conditions. This situation stems largely from the Governor’s weak administrative leadership, compounded by corruption permeating state governance. A rivalry between Governor Sarah Cleto Rial and her deputy, Zachariah Joseph Garang, has worsened the exploitation of the state’s limited resources, while the people continue to suffer.
In this appeal, we speak not only as citizens but as representatives of Western Bahr El Ghazal’s youth, women, chiefs, and dignitaries, united in our faith in your leadership. We are grateful for the freedom and dignity we have achieved under your wise leadership and trust you to act in the best interest of our community. Therefore, with utmost respect and urgency, we request your intervention to dismiss the current governor to restore stability, transparency, and growth in our beloved state.
Respectfully Signed by:
Representative of the Youth
Representative of the Women
Representative of the Chiefs and Dignitaries
