In an opinion article published in July 2019, titled “Rizik Dominic Samuel: The Mastermind of State Capture and How One Man Plan to End the Presidency of Salva Kiir Mayardit”, Rizik Dominic was quoted as having said that President Salva Kiir was in the palms of his hands, and he decided to squeeze his palms
hence ending the Presidency of Salva Kiir Mayardit”. After the publication of this article, Rizik Dominic was relieved from his position as Acting Executive Director in the Office of the President.
During his time as Executive Director in the Office of the President, Rizik Dominic committed serious crimes, including leaking sensitive information about the Office of the President, health conditions of President Salva Kiir, corruption and fraud, providing financial and materials to rebels fighting the government as well as colluding with foreign powers to poison and kill President Salva Kiir Mayardit. When he was relieved, Rizik Dominic is quoted to have said that he would ensure that he had revenge against the President and his family for the “humiliation he suffered while in the Office of the President”.
True to his words, Rizik Dominic has quietly found his way to the family of the President through the first daughter, Adut Salva Kiir Mayardit. His mission is to exact revenge on the president and his family. Working with the Sentry Report to expose the President’s family, Rizik Dominic has convinced Adut Salva Kiir to be one of her errand boys. He is doing this to get proximity to the family of the president.
According to a senior researcher at the Sentry Report, “Rizik Dominic has been providing them with key confidential information about the family of the president. This information includes businesses owned and run by the family of the President”. Rizik Dominic is now working with Crawford Capital, which is associated with Adut Salva Kiir. He intends to get as close as possible to President Salva Kiir Mayardit through Adut Salva Kiir. Rizik Dominic is so jealous of anyone who becomes close to Adut Salva Kiir Mayardit. He has made sure that no one comes close to Adut Salva. He does this by making up lies and rumours against individuals he perceives to be close to Adut Salva Kiir. Manipulating Adut Salva with lies, rumours, and propaganda. Rizik Dominic has perfected the art of conmanship, manipulation, and deceit. He has manipulated Adut Salva to lobby for him to be appointed as Commissioner General of the South Sudan Revenue Authority (SSRA) to replace Gen. Africano Mande Gedima. He has also been secretly lobbying for the position of Director General of the Internal Security Bureau (National Security Service) currently held by Lt. Gen. Akol Koor Kuc. Rizik Dominic has been concocting lies against Gen. Akol Koor Kuc, creating a rift between Adut Salva Kiir Mayardit and Gen. Akol Koor.
According to sources close to Adut Salva, Rizik has been telling Adut to convince his father (President Salva Kiir Mayardit) to fire Gen. Akol Koor Kuc as Director General of the Internal Security Bureau because “he was plotting a coup against President Salva Kiir Mayardit. Rizik Dominic claimed that it was Gen. Akol Koor, who was responsible for his dismissal as Executive Director in the Office of the President. It is to be recalled that while he was Executive Director of the Office of the President, Rizik Dominic, conspired with an individual called Emmanuel Makuach Ayuel to fabricate “an intelligence report from Mi6 that Gen. Akol Koor Kuc was planning a coup plot against President Salva Kiir Mayardit”. Rizik Dominic has never forgiven Gen. Akol Koor, and he continues to make up rumours, propaganda, and lies against Gen. Akol Koor, in a futile attempt to have him relieved from his position as Director General of ISB.
As if that’s not enough, Rizik Dominic is also secretly lobbying for the appointment of Deputy Director General of ISB to replace Gen. Luiz Natale. He has been telling his friends that “if you can not beat them, join them, adding that he will be in a better position to “fight back and revenge when he is in the system, not outside it”. Rizik Dominic has also set his eyes on the position of Director General of the National Communication Authority (NCA) to replace Napoleon Adok Gai. He has been secretly lobbying Adut Salva Kiir and Garang Malek to push for his appointment to this position. Garang Malek, the Chief Executive Officer of Crawford Capital, is implementing the digitization of government services
such as E-Tax for the South Sudan Revenue Authority. Despite lacking knowledge, experience, and skills in the ICT sector, Rizik Dominic has vigorously been lobbying to replace Eng. Napoleon Adok Gai.
PROVIDING FINANCIAL SUPPORT TO REBELS
Rizik Dominic has been secretly providing financial and material support to his friend Gen. Paul Malong Awan and other rebels based in Western Bhar El Ghazal State. A highly-placed source at the National Security Service, Rizik Dominic has secretly been travelling to Nairobi to meet with Gen. Paul Malong Awan and Gen. Stephen Buay. “We have reliable information that Rizik Dominic has been mediating between Gen. Paul Malong Awan and Gen. Stephen Buay to unite and launch a rebellion in Western Bahr El Ghazal State”, said the security source who did not want his identity to be revealed. Rizik Dominic is quoted as saying that he has his local militia based in Western Bahr El Ghazal State that will provide support to the rebel group South Sudan United Front (SSUF) led by Gen. Paul Malong Awan and South Sudan People’s Movement/Army led by Gen. Stephen Buay Rolnyang. A well-placed source who is attending the current peace talks dubbed as the Tumaini Initiative revealed that Rizik Dominic was spotted meeting with Gen. Paul Malong and Gen. Stephen Buay. Insulting and tarnishing the name of the first family.
Rizik Dominic has not stopped his harsh criticism, insults, disrespect, and total
disdain towards the First family and especially towards President Salva Kiir Mayardit, First Lady Mary Ayen Mayardit and Thiik Kiir Mayardit (current Deputy Executive Director in the Office of the President), whom Rizik Dominic hates with a passion. Rizik Dominic was overheard describing President Salva Kiir Mayardit as a “useless stupid drunkard and womanizer”. He described the first family as a “bunch of drunkards without a future”. He told some of his closest friends that he “always arranges prostitutes to sleep with the President whenever he travels out of the country on official trips. “I have been arranging high-end prostitutes for the President, and I have been handling all his mistresses here in Juba and outside the country”.
RIZIK DOMINIC WAS SECRETLY RECORDED INSULTING THE PRESIDENT.
Rizik Dominic continues to use his connection as former Executive Director in the Office of the President to extort money from businessmen and foreign investors who want to come to South Sudan. He has been using the name of
President Salva Kiir Mayardit to secure deals worth millions of dollars from local businessmen and foreign investors.
SUMMARY
As mentioned earlier, Rizik Dominic is determined to get revenge against President Salva Kiir Mayardit and his family for humiliation and dismissal from the Office of the President as Executive Director. He is also bitter because he said he almost died when he suffered a stroke following his immediate dismissal and that he was denied permission to travel out of South Sudan for medical treatment. Rizik Dominic is vengeful, malicious, and vindictive. He is motivated by greed and insatiable drive to be wealthy. He should not be allowed to serve in another position in this government. He lacks the academic qualifications and qualifications
to hold any of the positions that he is campaigning for. He is a traitor who should not be allowed to serve at sensitive government institutions like the Office of the President and the National Security Service. He should not be allowed to get close to the first family, as he has no good intentions whatsoever. This is the man who was once accused of leaking sensitive classified national security and intelligence reports as well as working
with foreign powers to poison our beloved President Salva Kiir Mayardit.
Finally, we called on Adut Salva Kiir Mayardit to distance herself from this man who is so determined to harm her father and the entire family.
