The South Sudan National Police Service ( SSNPS ) boss Gen. Atem Marol Biar has been massively involved in issuing vital national certificates including Identity Cards and Passports to foreign businessmen and nationals using a group of syndicates that he has stationed at the Directorate of Immigration where he was the boss and still influences its affairs up to date as the Directorate is being runs from the IGP office since no replacement was made. This comes to light after a group of 33 foreigners of Kenyan and Ugandan origins were implicated in a financial scandal at the DCRNPI on Thursday but the IGP doesn’t want them to be charged in the South Sudan legal system as he fears political reprisal after thorough investigations that linked the criminal group to him was carried out and fear of being found culpable of the crimes he has been doing for the years he has been at the helm of the crucial directorate. The morsel of this crime was realized after the investigation found out that Gen. Atem had opened a Family bank account number 018000077897 in Nakuru City, Kenya under a Kenyan national by the name Peter Waiganjo Waweru where the money collected from foreigners who paid for the National Identity Cards and Passports and other criminals activities are deposited.
It’s also to point out that the police boss is also on a land-grabbing rampage in the capital where he is fighting the widows, foreign land owners, and vulnerable people who owned lands before 2005 and cannot afford legal tussle fees to reclaim them through court litigations. It’s also privy that Gen. Atem is planning to grab Gumbo Basic Primary land through his cousin who worked at the Juba City Council Physical Infrastructure and Land Development Department despite the land being a public asset since 1985 when the Ministry of Education of former Equatoria region then allocated the land to a former Nursery school for future expansion. The IGP ordered his legal team on Wednesday to initiate the proceeding of occupation of the land by sending them to the City Council land department to initiate the altering of the title deeds even if it means bribery to the officials and if that method of grabbing the lands through the City Council failed, he would use his powers by sending hired criminal goons to invade the public school premises and take it over since he is planning to set up a hotel on it as indicated in his inner circles who are working behind the scene to ensure full implementation of his orders. Gen. Atem Marol started claiming the land in 2021 after he was appointed the Director General of DCRNPI, his claim of the land began when he bribed a top official at the Central Equatoria State Ministry of Land and Housing and the magistrates of the court particularly the people who were/are presiding over the case. This is because he doesn’t have the authenticated original documents of the land, and this has been the reason he sometimes turns off the court hearing on the pretext of having a busy schedule.
Besides his greed for everything he comes across, the new Inspector General of South Sudan’s National Police Service is formulating a blueprint to centralize the police force by implanting his allies who will carry out massive exploitation of the force’s resources and manpower rendering it powerless as hatched by those who brought him to power. Rumors coming up are that Gen. Atem wants an individual of Dinka antecedents to take over his position at the DCRNPI, someone with whom he can easily influence and work together to continue swindling money from foreigners who want to continue obtaining citizenship and other vital documents legally to operate their dirty businesses in the country. Insiders, disclosing confidential information to our information desk, assert that Gen. Atem Marol’s attempt to control the upper levels of the police force, coupled with his alleged targeting of associates linked to the former IGP, will pose a substantial threat to the progress achieved during his predecessor’s tenure and is unthinkable to imminently deplete the police institution of its core function as stipulated in the constitution.
To ensure their evil activities and deeds succeed, and continue within the government circles with their allies undisturbed, Gen. Atem Marol has now found a working link with the Tiger Battalion Commander Maj. Gen. Lual Maroldit whom they have shipped in 8 witchcrafts and sorcerers from Nigeria to boost their political/military impunity and plundering of public resources. This strategy by the two bromance generals to seek out witch doctors’ brutal black magic from Nigeria to the country is fishy and dubious as they are planning to carry out a lethal mission to deplete and expropriate finances and their enemies within the circle through another attempted coup plot. This can be substantiated and backup by government-investigated reports such as the NRA and Economic Cluster reports that Gen. Atem Marol has been collecting and diverting finances from the 10 States and 3 administrative areas and embassies’ immigration annual income fees and uses them to bribe Maj. Lual Maroldit for the last 3 years. It’s the reason he created unending conflict with the former IGP who questions such practices eroding the service from operating effectively. The day before he was appointed as the IGP, Gen. Atem bribed Maj. Gen. Lual Maroldit with the tune of 700,000 USD which was delivered by his son Deng Atem Marol to speed up his appointment to the position he had been longing to get.
For the last 2 years Maj. Gen. Lual Maroldit has also been allegedly involved in a $2 million fraudulent arms dealings that deprived the South Sudan army of ammunition and equipment at the peak of its reunification with the opposition forces as the country prepared for the election. It follows an audit of arms and military equipment procurement since 2018 by the Peace implementation oversight body CTSAM. The probe is said to have unveiled fraudulent practices by high-ranking government officials including the current minister of Interior Angelina Teny amid several cases of fraudulent army equipment getting misappropriated due to rampant corruption and tactical delays of the security arrangement. The report says after the Tiger Battalion commander succeeded in bringing in Gen. Atem Marol to the police force on that night, the IGP awarded Maj. Gen. Lual Maroldit with 12 bulls for the celebration and millions of cash informs of SSP as an appreciation token for a successful mission. The two bromance generals sat down on that night of the appointment until midnight to exchange pleasantry about having succeeded in kicking out government loyalists who had been eye-hawking their evil plans of regime change and how they should embark on making sure the next coup attempt against President Salva Kiir succeeded without any failure.
