The SPLM IO parliamentary Caucus held a consultative meeting on Thursday, 10th August 2023 to deliberate on the letter of appeal by the Minister of Finance and planning, Hon Dr. Bak Barnaba Chol, urging the Legislature to approve increment of 400% of wages and salaries as presented by the former Minister of Finance and planning. Hon. Dr Dier Tong Ngor In the First Reading of FY2023 /2024 budget . After extensive deliberation, the Caucus resolved .
In the statement obtained Thejubamirror News Desk the main opposition SSPLM-IO Parliamentary CAUCUS has rejected the appeal of the minister of finance and planning and reaffirms its position to adopt scenario 4, Model 3 (Option 3), Salaries and Wages increment beyond 400% as contained in the parliamentary Report of the committee on Finance and planning in the second and Third Reading stages of FY2023/2024 Budget as follows
In category sample grades. Which explain option 1 current Salary scale 100% grade 17 will get SSP 2.800
For Military and other organized forces ( private ) SSP 2.625 and for grade 1 SSP 19.000 .
In the same document there is option 2 Ministry of Finance 400% increment 2800x 4 ) = SSP 11.200, 2625×4)= 10.500 and 19000 x4 )= SSP 76000.
Option 3 Increment by parliamentary( Scenario 4, Model 3) = SSP 53.000, SSP 61000 . SSP 23100 .
In light of the FY2023/2024budget Third Reading Report published by Hon. Changkuoth Bichock Reath. Chairperson for Economic Cluster and committee on Finance and planning , dated Wednesday, 09 August 2023, the SPLM-IO Parliamentary Caucus upholds the report as falls within the celling and addresses critical issues such as increment of wages and salaries and prioritization of construction of roads and bridges, we are cognizant that the priority of the government is construction of roads and bridges. The amount of SPP 13.008629.263 which was cut to address the increment of wages and salaries from the proposed roads budget of ssp 444.47 597612 shall be addressed in the next supplementary budget .Thus the proposed for roads ssp 3064467, 347349 is more than sufficient to cover the cost of construction of roads and bridges in the period before the supplementary budget is tabled .
Furthermore, we strongly urge the House to ensure that Ministry of Finance and planning opens a bank account in the Bank of South Sudan for purposes of transparent and accountable management of Road funds and ensure timely payment to constructors for continuous work and timely completion of roads , as such we urge the Transitional National Legislature to pass the FY2023/2024 budget as contained in the Third Reading Reporting dated 09 August 2023 .
