JUBA-FRIDAY 02.06.2023 The Central Equatoria State Government under the visionary leadership of Governor Emmanuel Adil Anthony has officially launched the State Development plan in a bid to start preparing mechanisms to operationalize it’s individual aspects of the plan contain in the SDP.
The over ninety pages document dubbed “State Development plan “was marked under the theme “consolidating peace and stabilizing the Economy towards a prosperous State” is expected to run-from 2022-2024 and is envisioned to articulate the State Strategic direction which among them focuses on security stabilization, economic recovery through agriculture, social service delivery, dignified return and building good neighborliness.
Presiding over the official launch of this milestone, Governor Emmanuel Adil Anthony lauded the state Ministry of Finance, National Ministry of Finance with the technical and financial support of the development partners for the tremendous contribution leading to the formulation of the plan, nothing that this will provide direction to the Government institutions and eventually guides development partners while executing their designated mandate.
” The process for developing this document was led by the State Ministry of Finance, National Ministry of Finance with the technical and financial support from our development partners; the United Nations Development program(UNDP),for the great contributions of our partners towards the development of the master pice document,” Adil stated.
However, Governor encouraged all the stakeholders or Government institutions responsible to work concertedly in the realization of the objectives of the plan.
” I am seizing this opportunity to urged all heads of government institutions responsible for the implementation of this document to make concerted efforts and do what it takes to ensure by the end of three years period for implementing the SDP, each of them would have achieved some tangible outcomes with its objectives”, Emmanuel added.
The Governor further reiterated his government’s commitment towards supporting the full implementation of the Plan.
“I am assuring you of my government’s commitment towards the full implementation of the plan which is in line with the State Government strategic direction “,he stressed.
The Representative of the National Ministry of Finance and Planning, Mr. Charles Moro congratulated the entire ministry and it’s technical committee for coming up with such a plan which is conformity with the Revised National Development Strategy(R-NDS).
The State Minister of Finance, Planning and Investment,Hon.viana Kakuli Aggrey acknowledged the level of coordination among the National and the State Ministry together with it’s committee of technocrats,development partners, and the consulting firm for their thoughtful guidance which culminated into the successful launch of the plan.
Hon. Viana l further called for continued cooperation for the timely realization of the dividend of this plan by the civil population. “For us to realize the full implementation of this milestone, there is a need to continue with the level of cooperation for the timely realization of the dividends of this plan to the civil population “.
The UNDP’s Resident Representative in South Sudan. Samuel G.Doe,extended his warmest gratitude to the Governor and two Ministries of Finance including it’s technical committee for the enormous work done with exceptional consultations across the State which resulted into the final step of this milestone,Stating that there is a need to strictly follow sound public financial management principles while implementing the plan to accelerate service delivery to the people.
Accordingly, the State Development plan 2022-2024 is a product of the Revised National Development Strategy(R-NDS)pursuant to the National Minister’s directives to the State Governors dated 19th August, 2021 for the preparation of Development plans in the States and administrative areas in the Republic of South Sudan respectively.
The official launch brought on board State Cabinet Advisors, Ministers,lawmakers,Commissioner Generals,Mayor of Juba City,technocrats from both National and State Governments as well as the stakeholders from both humanitarian and development sectors including civil society activists.
Notably, the launch was funded by the United Nations Development programme (UNDP) in collaboration with the State Government.
