The SPLM Chapter in Kenya was officially assigned to me on October 5, 2022, as an official acting chairperson through a directive written by the office of the Secretary for External Affairs. I was handed 600 SPLM membership handbooks and one register book for registering SPLM members as a part of my assignment. These documents were impounded by the Kenya airport authorities for a period of one month. The documents were later released after rigorous follow-up with the authorities. On October 27, 2022, I nominated members of the chapter’s secretariat and forwarded the list to the headquarters in Juba. On November 16, 2022, the names of chapter officials were approved by the Office of External Relations, D/Director for chapters in the Diaspora. I attended the SPLM National Convention held on December 2–5, 2022, to represent the Diaspora fraternity in an acting capacity, chaired by SPLM Chairman and President of South Sudan, Cde. Salva Kiir Mayardit. Immediately after the meeting was concluded, I left for Kenya to launch the activities so as to start mobilization, organization, and recruitment of new members.
In January 2023, as the leadership of the chapter was trying to mobilize the resources to launch chapter activities, a letter was issued by the Secretary for External Relations, Cde. Bol Makueng, appointing Cde. Samuel Panyar Agok as the new chairman, a letter seen on social media. The leadership was not formally informed of such a move by Cde. Bol. It took the leadership team a week to confirm the validity of the letter circulated on social media. On January 27, 2023, the office of external relations of the SPLM chapter in Juba confirmed that it was the author of the letter. The chapter had expected direct communication from the Office of External Relations, not via social media. Moreover, all the attempts made by our team to get in touch with the Office of External Relations were in vain.
Today, May 4, 2023, I reported back to the headquarters with 575 SPLM Membership Handbooks, as 25 booklets were issued to members of Chapter Secretariats and syndicate organizations with an amount of KSH 500 each, amounting to KSH 12,500.

Note:
- I used my own money to travel between Juba and Nairobi back and forth, four flights costing USD 1,200.
- Members of the secretariat conducted several meetings which they sponsored.
- The SPLM office was rented in Kasarani, Nairobi, for a period of 2 months at a cost of KSH 14,000 by 2, which amounts to KSH 28,000 plus a deposit of KSH 14,000, amounting to KSH 42,000.
On January 22, 2023, the swearing-in of SPLM Chapter Secretariats was conducted at Norwich Union Towers, Nairobi. The Event’s Chief Guest was Dr. Aldo Ajou Deng, an SPLM’s National Liberation Council member who donated USD 300 to support the chapter and pledged to donate more support.
The summary of spending on activities:
Four police officers were hired at a cost of KSH 2,000 each, amounting to KSH 8,000. The commanding officer was paid a total of KSH 5,000, making the total security cost KSH 13,000. The total number of people who attended the launching of activities and swearing-in was 42. The Secretary for Finance spent a total of KSH 7,000 on refreshments. The three journalists from different media houses were paid KSH 9,000 as a token of appreciation. Cde. Brown Biliny offered to cater for the expenses of the lawyer who conducted the swearing-in ceremony. The time of the meeting was scheduled to last for 2 hours maximum, from 12 p.m. to 2 p.m.; however, the meeting was delayed beyond the scheduled time, which compelled the hotel to charge an extra amount of KSH 2000 per hour. The meeting ended at 8 p.m., costing a total of KSH 16,000. The total amount spent on that same day of launching was KSH 55,000.
Please note that the money generated and all expenses are part of the summary in this report. The total transaction of SPLM activities from October 2022 to January 2023 is KSH 155,000 plus USD 1,200 spent on tickets.
