In the statement extended to Thejubamirror news Desk this morning CEPO welcomes the good step of unification of second command in all the security sectors (SSPDF, NSS, police and the other Organized Forces) directed by chairman of NTC, Hon Tut Gatluak Manime. This including the positive step done by the council of Ministers dated 24 March, 2023 on amending the National Secuirty Service Act by removing the article that allow national security services to conduct arrest without warrant of arrest. These positives steps are encouraging around the genuine implementation of the chapter two of the R-ARCSS.
Mr Edmund Yakani, Executive Director of Cepo says genuine and timely implementation of the chapter two pending tasks are essential milestones for pinning down actions that leads to successful transitioning from violence to peace in South Sudan.
The early realization of genuine implementation of the Secuirty transitional arrangements offers the government of national unity greater opportunity fir conducting credible and peaceful elections and other political transitional tasks.
The deadly ongoing communal violence in parts of the country likely recently in Uror county where 21 persons were killed and Budi county among others required urgent unification of forces for delivering the government constitution primary mandate on protection of citizens and their properties. The tactics of delaying the timely and genuine implementation of the security transitional arrangements is clear demonstration of lack of political will, political maturity and discipline.
