IDate: 15th January 202.Thejubamirror News I am writing this public statement as a part of the commitment I made to advocate for goodleadership and governance in the Republic of South Sudan. Particularly, this statement is
meant to accomplish the search mission I embarked on in efforts to rescue the life of Hon. Kisanga. Entailed in this statement is a summary of what transpired throughout the constitutional mandate I was fulfilling.
For some time now, Hon. Eng. Charles Kisanga has been very vocal in his articles that mostly scrutinised the public service of the Rt. Hon. Jemma Nunu Kumba, the Speaker of the Revitalized Transitional National Legislative Assembly of the Republic of South Sudan.
From my various and independent sources of any shared information, one Col. Joseph Mark Wanga who is commonly known as KABILA had been engaging Hon. Kisanga for a dialogue
with the Speaker. It is worth noting that KABILA is the longest serving bodyguard and notorious support staff of the Speaker, since Western Equatoria State when she was the governor.
Col. Joseph Mark Wanga (KABILA) belongs to the SSPDF battalion which is supposed to be deployed to the Democratic Republic of Congo, who is supposed to be in Mundri county of
Western Equatoria State as the battalion awaits to be airlifted to its final destination.
For reasons only known to his commander and supervisors, he was identified as the team
leader of the uniformed men who kidnapping Hon. Eng. Charles Kisanga at the Classic Hotel in Juba on the 12th of January 2023.
It is worth noting that this independent investigation has with substantial evidence named one renowned and notorious Col. Joseph Mark Wanga aka KABILA as the primary kidnapper, thereby replacing JACKSON GAMU. What remains unclear is the identity of
Jackson Gamu and whether he is a team member or was impersonated by KABILA.
Upon the outrageous kidnap of a leader and nationalist Kisanga, it is roumered that he was taken to what looked like a torture chamber, a storage building that is not officially gazetted
for either detention or imprisonment.
The kidnap of Hon. Kisanga was not a surprise since the ruling Sudan People’s Liberation Movement abbreviated as SPLM has been enjoying such criminal acts, most of whose victims are not alive today.
Reference is made to the various citizens being kidnapped within
the East African region on a daily basis.
To the lovers of democracy, rule of law, observance of human rights as well as signatories to relevant international treaties and the TROIKA BLOCK, you are called upon to take action
as the only hope the helpless South Sudanese are having at the time a failed, looting, assassinating and kidnapping dictatorial government is in power.
In light of the above, I strongly make the following recommendations .
- Since all the relevant and legally established institutions of the government have denied involvement in the kidnap of Hon. Kisanga, I call for an immediate investigation into this life threatening matter.
- Col. Joseph Mark Wanga aka KABILA is a member of the battalion which is being deployed to the Democratic Republic of Congo. I call upon the Ministry of Foreign Affairs and International Cooperation; alongside the Ministry of Defence, to indefinitely suspend this criminal’s participation.
The Kidnapper in question is dangerous to the society and should not be allowed to move freely as is being witnessed.
- I call upon the relevant security sectors to take interest in identifying one Mr. Jackson Gamu. I recommend the launching of an inquiry to ascertain whether he was involved
or not. Let the inquiry also look into possible impersonation of Mr. Jackson Gamu. If found guilty, let the law take its course; otherwise, he should be declared innocent for the ongoing public mistrust. - I call upon civil society and human rights organisations to follow up, with interest to discover possible torture Chambers across the country that the sitting government
maybe running or distances itself from. - Since there is a vivid link to the person and office of the Speaker; Rt. Hon. Jemma Nunu Kumba, I call upon the International Community to examine this particular case. If she is involved, I strongly recommend targeted sanctions against her and all those involved.
- To the government of the United Kingdom, this was a test of your principles. Since you almost lost a citizen, I call upon you to protect Hon. Eng. Charles Kisanga and his family, whose lives still seem to be in danger according to various local social
media platforms. I urge you to tune your Foreign Policy and the services you extend to the government on condition of strict adherence to international standards. - I overwhelmingly call upon the East African Community to stop the rampant
kidnappings of South Sudanese who are mainly refugees across the region, by the government of the Republic of South Sudan. South Sudanese do not wish to witness another Duong Samuel or Aggrey Idri being kidnapped from supposedly safer country and region.
As I conclude, allow me to thank all the informants who did not hesitate to avail any information which was strictly relied on to put pressure on the Kidnappers to unconditionally release Hon. Kisanga.
Much appreciation to the award winning activist called Edmund Yakani for his boldness to call for the release of the kidnapped leader, unharmed.
Much appreciations to Sudan Post and Juba Mirror, that took interest in what transpired. Your publications made awareness and spread fear to the Kidnappers that the world was
aware about them. Lastly, I thank and appreciate Radio Tamazuj whose journalist reached out to me for an
interview on the same national issue. Any other media houses which published the story is equally thanked.
